这个bebe2014干吗不一直用中文?你的英文明显用的不当. moving from specific instances to general statements 应当是 using specific instances to make general statement. 另外一句 How many U.S. institutions that meet full demonstrated need? 应当去掉 that.

Please: key words: "No state minimum wage law." and "small business with less than 100 employees"
------------------------------------------------------
If an employee's tips combined with the employer's direct wages of at least $2.13 an hour do not equal the federal minimum hourly wage, the employer must make up the difference.
Some states have minimum wage laws specific to tipped employees. When an employee is subject to both the federal and state wage laws, the employee is entitled to the provisions which provides the greater benefits.

What is the minimum wage for workers who receive tips?
The Fair Labor Standards Act (FLSA) requires payment of at least the federal minimum wage to covered, nonexempt employees. An employer of a tipped employee is only required to pay $2.13 an hour in direct wages if that amount plus the tips received equals at least the federal minimum wage, the employee retains all tips and the employee customarily and regularly receives more than $30 a month in tips.

* The state minimum wage rate requirements, or lack thereof, are controlled by legislative activities within the individual states.
* Federal minimum wage law supersedes state minimum wage laws where the federal minimum wage is greater than the state minimum wage. In those states where the state minimum wage is greater than the federal minimum wage, the state minimum wage prevails.
*There are 3 states than have a minimum wage set lower than the federal minimum wage. There are 23 states plus DC with minimum wage rates set higher than the federal minimum wage. There are 19 states that have a minimum wage requirement that is the same as the federal minimum wage requirement. The remaining 5 states do not have an established minimum wage requirement.

Tipped minimum wage law[edit]
Federal law[edit]
The American federal government requires a wage of at least $2.13 per hour be paid to employees that receive at least $30 per month in tips.[4] If wages and tips do not equal the federal minimum wage of $7.25 per hour during any pay period, the employer is required to increase cash wages to compensate. As of May 2012, the average hourly wage – including tips – for a restaurant employee in the United States that received tip income was $11.82.[5]
