China and Russia Aim for Compromise on North Korea

China and Russia seem to be working together a lot these days. They are trying to resolve the issue with Iran and now they are trying to find a compromise on dealing with the DPRK.

Both countries are 'urging' rather than 'demanding' North Korea revive its moratorium on missile tests.

Additionally, their resolution highlights divisions among the council's permanent members about how to deal with North Korea.

The US and Japan (non-permanent member) seek to ban outside help for Pyongyang's missile program. China and Russia as members to voluntarily 'exercise vigilance' rather than ban.
