This bank might think it this way. However, if you sue the bank, you not only sue for $200, but also you sue for their criminal behavior. There will be punitive judgement against this bank. I wouldn't file for BBB before I talk to the lawyer.

Write to the BBB in the city or write to the attorney general in that state. Also send a copy to the bank.

Have they mailed you the check yet? If not, send them a letter and ask them to send you a check. Make sure you keep all of the written communication with them. If you don't hear anything from the bank in 2 weeks, you might want to see if you can find a lawyer to take the bank to the court. Make sure you don't have to pay anything untill you get the money back. If you live in the SF bay area, you might want to find one who speaks Chinese. Make sure no mutual misunderstaning between you and your lawyer.

Incredible story. If I were you, I would call the bank again and demand a full refund. I would may ask why they did not bother to change my no fee free account into a fee-paying one and set the monthly fee at $200 and pocket all your money simply one month? Tell them you are going to complain to the state government and maybe even the FDIC or other regulatory agency, or even sue them if the state and ask the court to tax the litigation cost.
