Don't forget that when the power shifted from Britain to USA, there was little to none cultural obstacles. However, in today's world, shifting power from the western world to an oriental country is much harder--you can learn English from BBC broadcasting on the radio, have you seen any public programs to teach westerners Chinese? I actually found the best Chinese teaching program in USA is the fortune cookies in Chinese restaurant.

1. Korea has no real high tech. His semiconductor, electronic industries are based on technology from Japan and US.
2. To boost China's technology ability, money is not the real issue. Money is only one factor. Society level innovation system needs a combination of open minded education system, independent academia, meaningful legal system to protect the innovation such as IP/patent law. Pirate is a double edged sword. At this point, China needs to press down pirate. Pirate will suppress innovation.
