在联邦政府即将关闭的最后时刻,两党的领导人们终于达成了协议,使得我们的小生意经营者们能够贷到他们需要的款项,同时,老百姓也能顺利地申请到房屋贷款。成千上万的美国人又能回到他们的工作岗位上,能准时地拿到工资,这里包括那些具有勇敢精神的穿制服的男男女女们(指警察或军队成员)。这项基于民主党和共和党共同签署的协议代表着所有美国人的利益,也是美国历史上最大一次削减财政预算的行动。某些让步对双方来说都是痛苦的,艰难的。同时又是非常值得的。

数月前,我曾签署了一项削减美国家庭财政预算的方案因为两党都在努力求同存异,而如今我们在处理有史以来最大规模的财政削减方案时同样需要两党共同努力合作。我最起码的希望是能再次共同携手面对摆在我们面前的各种艰难的挑战,如:创造更多的工作机会以确保经济正常运行,给我们的孩子们提供更好的教育,以及削减我们的财政赤字。这是美国人民期望我们做的事情。这也就是为什么他们选我们放到这个岗位上来的原因。

Behind me, through the window, you can see the Washington Monument. each year by hundreds of thousands from around the world. People traveled here to come to learn about our history and be inspired by the example of our democracy. The place were citizens with different backgrounds and beliefs can still come together as one nation.
Tomorrow I am pleased to announce the Washington Monument as well as the entire Federal Government will be open for business. That's because today American have different beliefs came together again. And the final hours before our Government would be forced to shutdown, leaders in both parties reached an agreement that would allow our small businesses get loans they need and family get the mortgages they applied for. Hundreds of thousands of Americans show up at work and take on their paycheck on time, including our brave men and women in uniform.
It's an agreement between Democratic and Republic on behalf of all Americans, It's on a budget that invests our future while making the largest annual spending cut in our history. my getting worthwhile compromise, both sides have to make tough decisions and give the ground on the issues that are very important to them. And I certainly did that. Some of the cuts we do are very painful. Programs people rely on are cut back, infrastructure projects will be delayed. I would not make this cuts in better circumstances. But beginning live to our means, it is the only way to protect those investments that would help the America compete for new jobs. Investments on our kids' education and students' loans, clean energy and life saving medical research. We protected the investments we need to win the future. At the same time, we also make sure that at the end of the day this was the debate about spending cut, not social issues, like women's health, and protection of our air and water. These are important issues that deserve discussion. just not during the debate on our budget.
I want to thank Speaker Baker and Senator Reed for their leadership,and their dedication during their process. A few months ago, I was able to sign a tax cut for American families because both parities work through their differences and found common ground. Now the same cooperation would make possible to the biggest annual cut in history. My sincere hope we can continue to come together as we face many difficult challenges that lie ahead. From creating jobs that run our economy to educating children and reducing our deficit. That's what the American people expect us to do, that's why they sent us here.
Few days ago, I received a letter from a mother in Colorado , over the year her son's 8 grade class saved money and work on a project so that next week he can take class trip to Washington DC. They even had an appointment to lay wreath on the tomb of an unknown soldier. The mother wrote that ,for the last few days, the kids in her son's class have been worried and upset that they might have to cancel their trip because of shutdown. She had those of our Washington to get pass the grievances to make things right, she said, : "remember the future of this country is not for us , for our children." Today we acted on behalf of our children's future. Next week when 58 graders from Colorado arrive in our Nation's Capital, I hope they get a chance to look up at the Washington Monument and feel the sense of pride and possibility to defines America. A land many that always find a way to move forward as a one.
