“人民只有在不被打扰的情况下才会举止端庄”(people can be trusted to behave decently if you will only let them alone)。
当然,不管有没有“老大哥”,上帝总在时时刻刻监视着人类的一举一动,连孩子们都知道:“Santa Claus knows who's naughty and nice, He sees you when you're sleeping; He knows when you're awake,He knows if you've been bad or good……。 ”
Sorry, since I almost read all Orwell's works, I couldn't understand how you draw such an conclusion:
Except his 1984 and Animal Farm, I am afraid you have not read anything else from him. I feel very funny about your above words. You let people feel he is a politcal machine. How shallow and sad! Actually one of the greatest attractions from Orwell is his deep thinking and intelligence towards overall social life, not only politics.
Orwell had passion for democratic socialism, not socialism or communism. Your words are misleading.
Let's learn something from George Orwell: using plain and concise language and clear logic in writing.

my description "He was ranked the second greatest English writer for the past 100 years." was not correct.
In 2008, The Times ranked him second on a list of "The 50 greatest British writers since 1945". (wiki)
Personally, I have been deeply impressed by his intelligence.

If we want to know Orwell well, only through his 1984 is far more enough. I got his complete essays and it's almost 1000 pages. Also, he had been trying to update his thinking all the time, so there is a saying that he's not consistent.
You would say his 1984 lack of arts of novel, but for his plain English writing style for his many essays as a well-known journalist and critic, he has been admired by many writers.
The overall impression for your understanding towards this one of greatest English writers is pretty shallow. Sorry to be so blunt!
He was ranked the second greatest English writer for the past 100 years.
