It sounds for management to come up with such standardization - easy to score, to compare, to cast the price. In the old time, it's more individualized treatment as it's isolated, not much crossing-tribe subpopulation. Modernization demands standardization - Henry Ford revolutionized with 1) standardization, and 2) assembly line - these two concepts crawled into education and medical treatment through time.
