The original intent of GATT and later WTO was to facilitate commerce between nations and open up domestic markets to international trade. With that it also recognized that developed nations has natural competitive advantages hence it allowed developing nations to exercise certain levels of protective measures to defend its infant industries from the predatory encroachments of their more mature counterparts from the developed nations. It was with this understanding that China entered negotiations with US and others member nations for the entrance into the WTO. US at the time was confident of its own competitiveness with respect to China and was indeed euphoric about Chinese entrance because it afforded the chance for US industries to corner the vast Chinese market. I remember when Charlene Barshefsky signed the pact with China after long and hard negotiation in 2001, it was applauded by both parties enthusiastically. Of course, almost two decades later events have proved that the confidence US had placed on itself did not quite pan out as it originally assumed.
