关于第二点,左派在Civil Right Movement的作用,可以说是贪功。事实上是全民性的纠偏,而不是所谓的左派发起,回归到1789年共和党全票通过,民主党一票未投的宪法第15修正案:所有美国公民有同等的投票权利!所以,1964年通过的,是Civil Right Act,而不是宪法修正案,其根基是完全立足于15修正案的。这得感谢1789年的共和党!
15修正案是南北战争后伴随着13(废奴),14(当时主要是针对黑人,赋予美国管辖的出生公民权)修正案而制定的,是美国黑人彻底翻身的宪法根基!这三大修正案中,共和党几乎全票通过,而民主党三大修正案统共只投下两票支持!之所以15修正案自1789年到1964年没有被践行,完全拜民主党所赐(在此期间,主党通过了Jim Crow Law, Segregation)!
回头再看Civil Right Act的投票支持率,共和党以82%(左右)的支持率完胜民主党的63%(左右)。
