It's legal to pass the credit surcharge to customers in all but 10 states. But gas stations choose to do that by giving customers a cash discount. Gas stations have one single major product, it's easier to put two prices for one product. Grocery stores have too many products to make the double prices possible. It will give the stores a real headache to keep up with two prices for thousands or hundreds of products on the aisles. So your assumptions about tax evasion or money laundering is wrong.

It's bull. You think the IRS cannot catch cash flows in the restaurants and gas stations? There's no way to cheat the system! Every single sale, either cash or credit, is recorded by the computer. Otherwise any workers on the cash register can steal from it. The shift manager is also under close control, double checked. Not one dollar will be missed!
