The right answer for the U.S. and other countries is: short term, raise tariffs on select Chinese imports that are known with overcapacity. Long term, kick China out of the global supply chains thru decoupling. A world will be a better place without China. Thankfully the world is already moving in the right direction.

China is a bad actor in the international community. It does not respect any rules. It doesn’t even honor the treaties it signed with the WTO. This overcapacity has been decades in the making and is a byproduct of China’s state-led central planning. This is a Chinese problem, not the world’s problem and as such China needs to solve it itself. The world should join hands to target China with high tariffs so that they wouldn’t suffer from China’s dumping.
