It was a southwestern state, Arizona, according to the report, that had the highest rural child rate of any state, with 36 percent.
Perhaps not surprisingly, the report found the highest concentrations of child poverty, overall, in the Mississippi Delta, Appalachia and on Native American reservations.

Yes. You are right. People in the countryside are no angel. But they are no less than city people. The root of their problem are poverty and helplessness. Who and what are responsible for their predicament? The government and the discriminatory policies of seven decades.
If city folks have been treated the way country folks have been treated. City folks would act the same way.
