Nobody is 真的非杀不可, but really really bad people, better to kill him for the others and society. This paper talks about 2 issues - one is what we can do it the case is a mistake? The other is they both should be killed? For the first issue, you can say any judge/court can make mistake so should No death penalty, for the second, both need death penalty if both really bad. For this case, death penalty OK in China and also both of them are really bad, so i think they both deserve the death penalty.

法律一定要明确真正的凶犯。因为如果即使有100个教唆犯在逼迫别人去杀人，但没有一个人真正去实施，那么凶案还是不会发生的。
