加州缺水是多年的问题，区区25万acre-feet够干啥的？有了这25万就解决山火问题了？那2016年之前的山火怎么算？
其实加州最大的问题是存不住雨水，每年流失6千万acre-foot，专业人士都说这才是解决问题的方向。
