根据协议发布的资金都去到了协议发起人手中，这是虚假合同标志吗？政府招标，一个人做不了，就有人召集不同人才协议投标，如果中标，这钱就应该到协议发起人手中，再根据协议派发给参加人员。召集人就是principal investigator, PI，参与者或是co-PI, 或是coworker。这是 common sense.
最合理解释就是这不违法，或者川马的目的不是真正要澄清吏治，裁员增效，他们要的是政治报复，铲除掉建制派的根基。
