Bush Jr. did not do a good job on Economy but he did inherit the mess Clinton left over. Still remember internet dotcom crashed right after Bush became president in 2000 (Nasdaq 5132). That probably knocked out quite a few percentage of GDP.
I think a lot of people have the same question. When I first had job orientation, there are classes talking about sexual harassment and drug policies. I was thinking at that time, you have Clinton, Bush, (and now Obama) took drugs and Supreme Court Justice sexual harassed woman, and then you asked people not to do these?
