好多是分期付款買新款手機，還有手機欠費不還，信用卡銀行需要擔保或押金，但是可以打電話給card center 增加信用額度。

This is totally BS and false news.
My niece was an international student, she could not get any credit card until she was in her 3rd year at university, her credit card is from TD bank, and she had to put a deposit of $1000 there (frozen as collateral) and was issued a student credit card with CAD$500 limit. In another word, she cannot overspend out of her credit limit. So how can a student with collateral deposit in the bank out spend his/her credit limit?
