There are more than 10000 name varieties of roses and they behave quite differently from each other. Some roses are nodding, best view from under the bush,such as some climbing roses. If a neighbor has the same variety and does not have the same problem, check for tiny holes near the stem near the base of the flower. If you see holes, that is caused by rose stem boror that tunnels inside the stem. If no pest is found and the variety is not suppose to nod, then it could be caused viruses or soil problems. It can be hard to determine exactly why. But improving the soil is worth a try. Scratch the top 1 or 2 inches of soil and mix in some compost plus some rose food. If that still does not work. It is better to replace the rose. Buy rose from a reputable nursery, choose healthy plant. A good rose should have at least 2 pencil thick branches. When planting, dig a hole at least 2 feet wide and 1.5 feet deep, mix in compost and rose food. Here is a link to a more detailed instruction.
