NOID可以 Premium Processing 吗？

现在准备提交NOID的response了，这个可以申请PP (Premium Processing )吗？

Answer: Yes, you can, because your I-140 application stage is not "final". Only the following Premium Processing cases will be rejected by USCIS:

1) Filing with an incorrect jurisdiction: Incorrectly submitted concurrently with a Form I-140 petition at a USCIS office without geographic jurisdiction over the Form I-140 petition;

2) Filing unavailable category I-140 petition: EB-1C and NIW I-140 petitions will remain unavailable for the PPS, as stated above.

3) A second filing of I-140 petition while an initial I-140 remains pending;

4) I-140 petition with Labor certification substitution requests;

5) Filing of I-140 without the original, requesting duplicate Labor
certification.

6) A Form I-140 petition in which a final decision has been made. Too
obvious reason.
