It is within US' full right to disassociate itself (freedom of association) from any entity. It has yet to penalize Huawei yet. Moreover, Huawei is no A who has mastered all B's knowledge and exceeded him, American firms are no B who has lost technological edge. On the contrary, American firms have overwhelming technological edge over China, notwithstanding the stride China has made by hook and crook, stealing and copying --- however hard working they are. That is precisely why Trump has the confidence to sanction China. China has so far been largely in paralysis.
Besides, the suffocating environment the Chinese are working is not conducive to creative work. So long as American firms do not sell out by themselves, such as being too generous in sharing information and surrendering intellectual property in exchange for short term market gain, they should not worry about China overtaking them. The creativity and the technological sophistication of China is far below that of the Soviet Union in its heydays. The US beat the Soviet Union to a pulp, in the not too distant past.
