Well said. 美国就是为了反对英国君主专制而建国的。美国的宪法制定者,不希望总统的权力象英国的国王一样。 美国建国200多年,总统们都认为犯罪是要被追究刑事责任的。到了罗伯特的最高法院,多数派法官突然说他们担心后面的总统会迫害起诉前总统,所以他们需要给总统一个例外,总统的公务行为有绝对的豁免权或假定的豁免权。尽管美国建国这么多年,都从来没有发生过后面总统迫害前面总统的事例。而少数派法官担心的,总统有了这个豁免权,会使总统有超越于法律之上的权力,会使白宫,成为犯罪的大本营,会使总统变成国王。 相比之下,少数派法官的担心,更有根据。
