It is the House version of a bill that was introduced in the Senate in May by Texas Senator Cornyn. The primary goal of the legislation is to correct the growing competitiveness crisis and to reform the visa system for highly educated foreign nationals. Some of the highlights of the new SKIL bill include: * Exemptions for U.S. educated foreign workers with master’s or higher degrees from the H-1B and EB green card quotas * Increase in the number of H-1B visas from 65,000 to 115,000 and an institution of a more flexible market based cap that would allow for future cap increases if they are needed * Extension of foreign student’s post curricular optional training from 12 to 24 months * Exemptions for EB green card immigrant spouses and children from the annual cap, making more visas available to the professionals Before this bill ever becomes law, it will have to be voted-on and passed in the House of Representatives and in the Senate and then it needs to be signed into law by the President.
