When refi, you can get discounts for reissued title policies, and if your lender requiring a survey you can sometimes use your old survey instead of paying for a new one. For purchase, you may not have much luck negotiating reduced fees for title work or lawyer fees. Your sales contract will identify who will be holding your loan closing, where it will be held, and who will issue your title insurance.
