Did God speak about sacrifices or not at the Exodus?

- God speak about sacrifices (Exodus 20:24) - "You shall make an altar of earth for Me, and you shall sacrifice on it your burnt offerings and your peace offerings, your sheep and your oxen; in every place where I cause My name to be remembered, I will come to you and bless you."
- God did not speak about sacrifices (Jeremiah 7:22) - "For I did not speak to your fathers, or command them in the day that I brought them out of the land of Egypt, concerning burnt offerings and sacrifices."
