Is it a good time to buy in Rockville, MD?

There is a single house, big yard, about $600,000, in Rockville area. It is a 20+ years old house but well maintained. Good schools.

This will be our first buy. Could anybody give me some suggestions if this is a good offer? Is it a good time to buy, since the price will probably still go down. How about that area?
