被雷,请教申请失业保险

3/30/09 GA, 公司40%被雷，没挺住。给了两个星期servere pay. 外加72小时的vacation pay.HR让从3/30/09的2个星期的最后几天去申请失业保险。为什么呀？应该什么时候开始申请失业保险，从3/31/09 还是加上72小时之后？两个星期servere pay有关系么？网上找不到亚，全是关于如何申请的信息。谢谢了.
