This probably refers more to tenants than landlord.

For rent as high as $3000/mon, the house would be minimum 3 bedroom, 2 bath, 2 stories with basement. I doubt that anybody can get positive cashflow if it's 100% financed. What you're looking for is future appreciation than current cashflow. The tenants will be office dwellers. May even be doctors, diplomats. The tenants should have no problem paying rent, though their best catch phrase would be 'I'll call me lawyer' at the first sight of anything goes wrong. Not recommended for beginning landlords without deep pocket.

For rent at $1500/mon, depending on the city it would either working class in big metros, or good areas with good schools in mid-sized cities. These are bread-and-butter rentals as they should break even to provide small positive cashflow if 100% financed. Most tenants would have no problem paying rent. This is the ideal rental mix for residential landlords. Well, maybe ideal mix until you reach apartment complex, and commercial RE.

For rent at $500/mon, the rental would be in highly distressed area. The houses (maybe 100 years old) are safe to live in, but lacks most modern conveniences. Tenants often times struggle to pay, though more of them try to make good on rent. Probably have some section 8 tenants. May have gang/drug problem from time to time. The return on paper is superb, might get as high as 2%, even 3%. But in reality, every time there is turnover, the repair would eat into big chunk of that profit. Still good for first time landlord, because of the low initial investment, and it's a good place to learn the business.
