For fee simple houses, there normally is a HOA, and has a HOA fee. The HOA fee generally doesn't cover any service ON your property, which includes any mowing on your lawn, shoveling snow on your sidewalk & driveway, and so on. It should include plowing snow on the public road, mowing and servicing grass on common ground. Some even include service and permit to community pool, and tennis court, play ground.
Normally condo fee doesn't include utilities. But there are exceptions to any rule, e.g. for certain high-rise, it may. So check with your Condo association documents.
