botanical garden and others

Our local botanical garden needs to be rebuilt in a few years. It is in a regional scale and located near the city center. My advice is to add a big roof in half transparented plastic and make a small lake in front of main entrance, which need to add basement in one or one and a half meter hight .
One big problem is to make the main road clearly along the botanical garden , since many people stopped their trip at the botanical garden. So orientation of botanical garden in its environment has to be improved.
Since I am living in other country than hometown, the feeling for flowers and beautiful landscape becomes stronger than before, maybe this belongs to the separated social situation?
