你把个人，小群体和人民这个广义概念搞混了。

个人对现实发展方向的无能为力不代表人民对历史发展没有影响。

有什么样的人民才会有什么样的国家和政-府，才会出什么样的领袖。

领袖是司机和舵手的比喻是御用文人拍马屁的宣传和对不懂政治的人们的愚弄。

人民象大海。大海中潮流的走向和波浪的运动有它自己的规律。

领袖更像一个冲浪者，他的每一个动作（决策）都要拿捏到恰到好处，才能保持他在浪尖上的滑行，
而因为一个动作的笨拙（决策的失误）栽到浪头底下的领袖则多得不可胜数。

领袖从某种角度上说是最身不由己的人。一般人也难以体会他们灵魂深处的痛苦。

从而有但丁的感叹，人海波澜不亚于怒海狂涛啊！
