这日帅国来到黑国进行国事访问，双方各以诸葛帅，周黑自称
周黑与诸葛帅来到江边巡查，黑曰: 大江之上，当何以守卫？
帅曰: 水路交兵，当派三千水陆空三栖特种兵把守
黑曰: 先生之言，甚合愚意。但今军中正缺水陆空三栖特种兵，敢烦先生招募训练三千?
帅曰: 自当效劳，何时要用 ?
黑曰: 十日之内，可完办否？
帅曰: 只消明日
黑曰: 军中无戏言
帅曰: 怎敢戏黑国！愿纳军令状：明日不办，甘当重罚
周黑大喜 , 遂当面取了文书 : 明日不办, 帅国不得与辣国交好，不得与辣国联盟 !

诸葛帅江边静候周黑

帅曰 : 稍候片刻，三千兵列队受阅

黑大惊，慨然叹曰：诸葛帅神机妙算，吾不如也
