马斯克说数百万百岁老人诈领社会福利金，是真的吗？

马斯克2/11日在CNN的采访时爆料说发现美国有数百万百岁人瑞诈领社会安全福利，也就是所谓的Social Security Benefit。马斯克说找到了１５０岁的人瑞领取社会福利金（参考１）。

之后，２／１６日，马斯克在自己拥有的X平台（之前的推特）上，继续加码声称，灰色地带也许是真的，有许多吸血鬼在领取社会安全福利金！（参考１，２，３）

美国的社会福利金或退休金制度是1935年大萧条时，当时的美国总统FDR， 俗称小罗斯福总统，经过国会同意后，签署设立的老年退休金制度，也就是现在的社会安全福利局。

用肚皮想，不可能有３６０－３９０岁的人瑞还活着，而且还在领取福利金。３６０岁表示是１６６５年出生的，当时美国还没宣布独立！稍微有脑袋的人，用小学３年级的数学，可以计算出出生日大约在１６６５年。

马斯克是不知道美国是哪一年宣布独立的吗，还是小学算术需要AI帮忙？还是恶意说谎呢？有何目的？。

不幸的，还真的有许多MAGA粉丝相信，还包括台湾的一大群反拜登政府，亲中的媒体评论员如介文汲，耶鲁政治学博士，前民进党籍立委郭正亮等利用这些马斯克和特朗普捏造的假新闻，嘲讽美国政府的腐败，民主党的腐败，说成是拜登政府的无能，是川普和马斯克的英明，为美国联邦政府揪出惊人的腐败和欺诈案！

既然知道社会福利局，社会福利金是１９３５年才成立的，任何人都可以估算，最多1825年出生的人，有可能在１９３５年还活着，当时年纪在110岁，还可以首次申请领取社会福利金，名字可能还留着到现在。即使有可能，也是极少数。现在360岁的人，在1935年是大约270岁，能够亲自到刚成立的社会福利局填表申请要求福利金吗？这是本人必须亲自去递表和面试的！（马斯克难道以为当时可以使用互联网申请吗？）

所以根本就不存在有现在还有２００岁－３６９岁的人瑞在社会安全福利的名单上的！这是绝对不可能的！但为何马斯克却要说谎呢？是没有数字和时间概念吗？是说得太快太顺口太丝滑吗？ 还是根本的就是恶意的谎言？

现在２００岁的人，出生在１８２５年，在１９３５年时，就是１１０岁或１１１岁！

其实真相是还在社会福利名单上有效（Active）的最高年龄应该就是公正媒体报导的１５０岁人瑞！但马斯克故意说成３６０岁来凸显荒谬，吸引眼球！虽然是假的！

然而马斯克更大的谎言是这根本就不是弊案，更不是马斯克发现的新大陆。这是２０１５年媒体就曾经报导过的旧闻！可是当时根本没有人把这件“欺诈”当作弊端？是当时欧巴马政府腐败吗？还是２０１７年上任的特朗普政府继续纵容腐败浪费，不去处理？难道特朗普第一任没有责任吗？

因为这根本就不是欺诈案，也不是弊端！名字，社会安全号码还留在社会福利局活跃的名单上的，不代表继续领取社会福利金的！

美国是自我标榜民主自由法治的国家，至少要尊重最基本的法治。（请看本人的民主体制４个必要条件）。社会福利局没有权利宣判一个人死亡，没有权利注销一个人的社会安全号码！社会福利局（SSA， Social Security Administration）只能被动的被告知某人已经死亡了，才能在名单上，填上死亡日期，才能够从社会福利名单上删除，或将Active的状态，变成Inactive，或deceased（死亡）。

这过程需要验尸官（Coroner）或医院有资格开死亡证明的医生开出证明，葬仪社一般会通知社会福利局（SSA），还活着的配偶需要报税给IRS，附上死亡日期。另外，家属需要个别通知DMV（驾照局）等单位，要求取消该驾照。

但葬仪社可能疏忽没有报，家属也没报，导致有一些正常死亡的人的名字和社会安全号码仍旧活跃在名单上。这种例子算是极小的部分，也不算是违法！特别是孤独老人，没有家属送葬的，都会留下这种结果。

没有报的家属也不算犯法！但是若是继续领取死亡者的社会福利金，就是犯法，处罚可是非常严重，不但可以重罚数十倍，还可能要坐牢！

这种例子不能保证完全没有，但发生在百岁人瑞的几乎不可能！因为被抓到的可能性很高！下面会解释为什么会被抓到。

绝大部分已经死亡，但名字仍旧活跃在SSA的名单上的，原因是：

１. 美国失踪的人口很多，只要没有找到尸体， 家属很难报死亡！另外，家属仍旧希望有一天孩子可以找到，即使机会渺茫！一旦报死亡，以后要回复身份，变成活人，会很困难！若是父母也过世了，几乎是不可能的了。这种人即使活着，也变成社会死亡了，没有身份，出生证明都全部失效了！过去任何文件都基本上失效了！

只要出生时有申请社会安全号码，直到有人申报死亡，这社会安全号码就会一直存在。

只要曾经工作过， 有缴过Payroll Taxes， 社会福利局就会记录这个人的所缴的金额，当然就是活跃或Active的。除非有人提供死亡证明，才会取消或转为Inactive。

２. 越战和韩战MIA（missing in action）的士兵，大部分都没有死亡证明。没有任何单位可以开死亡证明。正常的死亡申报不处理。

３. 死在海外，死于非命，大部分都不会报死亡。也没人报。你即使是当事人的亲属，也确知当事人已经死亡，甚至参加过葬礼，但还不一定可以拿到当地（外国）的死亡证明。没有死亡证明， SSA不能注销名单上的社会安全号码！但SSA会立即停止发放的福利金，还有根据家属声称的死亡日期，追回已经发放的部分！

为什么社会福利局即使没有死亡证明，名单上还显示活跃，会停止发放社会福利金呢？

其实这种状况，社会福利局早就想到了防范的方式，只是马斯克完全不懂，或装着不懂，若是第二者，就是非常邪恶！而且带有其他的目的！

社会福利局的退休官员在YouTube（参看４）上说，社会福利金对百岁人瑞经常会派人直接去访问该人瑞，祝贺他百岁生日，打印一张奖状庆贺。这是很有人性的核查方式。当然，也有比较直接的，就是打电话，或派人去看，写信要求领受社会福利金的人必须回信或打电话回复，否则在一定时间内，福利金发放就会被暂停！

这种不定期，或至少半年一次的验证几乎是对所有领取社会福利金的人都实施的！估计百岁人瑞查访的更勤快和频繁一些。

若是没有回复，对于百岁人瑞的例子，就引起警讯。社会福利局会派人核实，若是发现已经死亡，会尽力追回超发的福利金。

这件事也在２０２５年１月份的媒体报道过，追回的金额不多，大约３２００万美元（参考５）。相对于每年１.８兆美元的社会安全福利金来说，只是极小误差，根本算不上系统性的欺诈，贪污，或浪费！

若是要做到１００％不浪费，其实要花费的代价，需要雇佣更多的联邦职员去查核，这经费一年估计至少是几亿美元的！

马斯克宣称要帮联邦政府省钱，若是连这种制度都搞不清楚，也不懂稽查需要成本的道理，反而造成更大的浪费，这就是奇怪了！

根据新任的福利局官员亲自出来陈清说：

A July 2023 Social Security OIG report states that "almost none of the numberholders discussed in the report currently receive SSA payments.” And, as of September 2015, the agency automatically stops payments to people who are older than 115 years old.（参考5）

马斯克两次公开指责的破天荒弊端既然在2023年就已经解决了，马斯克难道真的不知道吗？根据（参考6）福利局退休的官员说，在福利局工作过大部分的主管都知道有大约620万百岁人瑞仍旧在名单上活跃，没有注销死亡。他不认为马斯克真的是自己在2/11日查出来的，而是他根本没查，也没问福利局的主管，是靠谷歌搜索得到的！因为这报道，在2015年有许多媒体有报道和转载！根本就做不了假，不可能查不到！还有些人根本就都知道的事实！

你如果不认为马斯克愚蠢，口误，那么就仅剩一个可能性了：马斯克是故意的！这就是邪恶，而且还有目的的！
