但我觉得签名文和这里大家经常呼吁的立法的心声是一致的,一开始我还以为是这里的网友发起的呢。

I am very concerned about the recent mass killing of more than 20,000 dogs in Hanzhong, China.
Inhumane, knee-jerk responses to outbreaks are not effective solutions for controlling rabies and other zoonotic diseases. I strongly urge Chinese government officials to work with local and international animal protection groups to draft, implement, and enforce programs and laws that will prevent such reactions in the future.
Before the 2008 Olympic Games, you ordered that dog culls around the country be stopped. Establishing effective, long-term vaccination programs in addition to strong animal protection laws and subsequent enforcement will benefit China in the long run.
I am asking you to institute laws to protect all animals, wild and domestic. The government and its people can ensure that mass killings of this nature do not happen again. There are many humane options available, and I hope the Chinese government will be open to working with local, national, and international animal welfare organizations to improve your country's record on these matters.
