美国档案馆有一份档案是关于1962年2月20日,美国宇航员约翰.格兰(John Glenn)作为第一位美国人做环绕地球的空间飞行,他的成功,引来很多国家发电报向美国表示祝贺,其中台湾的蒋介石也发了电报,肯尼迪总统回了电报。这基本上是例行公事,没有什么特别的,他同时也给其它发贺电的国家回了电。有意思的细节是,在给蒋介石的回电中,肯尼迪特别提到了中国科学家在美国宇航事业中的贡献,他说:我们注意到,在美国的中国科学家,与他们的美国同事在很多与空间研究有关的活动中密切合作,对我们的成功作出了很多贡献。
1962年,钱学森早已回到中国大陆,此时正全力为大陆的航天事业工作。此时美国也没有1949年以后从大陆去的学者了,肯尼迪指的是华裔科学家。
下面是蒋介石的贺电和肯尼迪的回电英文,是从档案中的原件图片中扣出来的文字,还有一些政府部门处理事务的程序也值得一提。蒋介石的电文,是美国方面接到的信息,所以看不出台湾方面的程序,只是电报的形式,里面的标点符号,是用文字表达,句号用stop,逗号当然是comma。美方的答复,第一行:ACTION: Amembassy. TAIPEI 476,应该是告诉具体办事的人要干什么,这里有简缩写,Amembassy显然是指美国大使馆,Taipei,表明是哪里的使馆,后来数字476不知是什么代号。然后下面QUOTE与UNQUOTE之间,才是要传达给蒋介石的信息。后面加了一段话,应该也是习惯用语,因为接受方会考虑要不要公布这个信息,如果要公布,必须要得到发送方的同意,所以发送方告诉对方,我们不准备公布,但是如果蒋介石想要公布,请提前24小时通知国务院,好同时发布,署名是Rusk,应该是当时的国务卿腊斯克,所以这一段是国务院给美国驻台湾使馆的指示,可能会口头告诉台湾方面,所以文字显得比较随意。最后一部分,是准备正式发给台湾方面的信息,前面加了一个称谓,His Excellency。所以程序应该是这样:总统方面准备回电内容,交给国务院,然后国务院加上相应的指令,台湾的使馆接到后,再形成最后的正式文本,递交台湾方面。
