“可能是老婆心”一般是上级对下级的建言,提议时使用。
下级对上级不能妄用“老婆心”,可用用“僭越”一词。
僭越:指超越本分行事。古时指地位低下的冒用在上的名义或器物等,尤指用皇家专用的。《魏书·清河王怿传》:“谅以天尊地卑,君臣道别,宜杜渐防萌,无相僭越。”
僭越多表示自谦〖modest〗。如:僭先(越礼先。谦词);僭忝(谓越分愧居上位。用为谦词);僭易(冒昧、轻慢。谦词);僭谈(谦词。所说的超越本分)。
李大钊《我的马克思主义观》:“我平素对于马氏的学说没有什么研究,今天硬想谈‘马克思主义’已经是僭越的很。”

This phrase is used mainly by older persons when they give someone a piece of advice. This phrase is used so as not to sound that they are patronising or pushy.
