control panel->Regional and Language Options->Languages-> check on "Install files for complex....." and check on"Install files for East..." if not selected previously.

Then Click on "Details"->Advanced: Compatibility Configuration, check on "Extend support of...."

Last, back to previous level click on Advanced. At "Select a language to match...non-Unicode...." pull down to select "Chinese(PRC)".

Done. you will be possibly asked to restart. Then, enjoy...
