基辛格警告:如果中美发生第二次冷战,将比第一次冷战更危险

(观察者网讯)据西班牙《世界报》3月25日报道,美国前国务卿亨利·基辛格日前接受该报采访时表示,如果中美之间发生“第二次冷战”,将比第一次冷战危险得多。他认为,在防止“灾难性的冲突”方面,美国和中国有着“最低限度的共同义务”。
报道称,基辛格在采访中表示,“第二次冷战”可能会在“相互竞争”的中国和美国之间发生。他指出,中美两国拥有的资源相当,在第一次冷战的美国和苏联之间则不存在这样的对等性。随着人工智能等先进技术的发展,两国具备的破坏能力同样强于美苏冷战时期。
因此基辛格警告称,如果中美之间发生“第二次冷战”,将比第一次冷战更加危险,“中美之间的战争即使不会摧毁文明,也会让文明倒退。”他认为,美国和中国在“防止灾难性的冲突”方面有着“最低限度的共同义务”。
此外,他还声称,华盛顿和北京已经成为对手,不应该指望中国接受西方的要求。
基辛格此前曾多次表示,美中两国需要相互理解,避免发生冲突。在今年1月18日的美国中国总商会2023年农历兔年颁奖晚宴上,基辛格发表视频讲话说,近50年来,美中关系总体朝着积极和建设性方向发展,以对话克服分歧,挑战也基本得到有效管控。不过,当两种不同文化相互审视时,有时不可避免会产生担忧。
基辛格表示,美中应更充分地理解彼此,运用智慧、政治远见和历史经验,推动双边关系朝着良性方向发展。两国合作不仅利于双方,还能惠及人类,而冲突和对抗只会导致灾难。
2022年9月19日,时任中国外长王毅在美国纽约会见基辛格。王毅表示,中美应该认真总结好50年交往的有益经验。中国对美政策保持连续性和稳定性,拜登总统也作出“四不一无意”的承诺,但美方的所作所为却与此背道而驰。美方出于错误的对华认知,执意把中国视作最主要对手和长期挑战,一些人甚至把中美交往成功的故事描绘成失败的叙事,这既不尊重历史,也不尊重自己。
王毅说,基辛格博士曾警示,中美关系已经处在“冷战的山脚”。中美之间爆发“新冷战”,不仅对中美、对全世界都将是灾难。美方应回归理性务实的对华政策,回归中美三个联合公报的正轨,维护好中美关系的政治基础。

And then he was faced with Russia's attempt to return Ukraine to a position of total dependence and submission. And he rallied his country and world opinion behind him in a historic way. This is his great achievement,” the former US official noted.
