日本擅自擴展經濟海域屢屢驅逐台灣漁船 2005-11-18 01:52:22 轉寄 列印 鳳凰衛視11月18日消息據香港大公報報道，台日經濟海域問題，根源為日本一九九六年單方面制定的所謂“有關專屬經濟海域及大陸礁層法”，從最南端的與那國島劃二百海里經濟海域，把台灣、馬祖都劃到其經濟海域。 依照這樣的劃法，台灣如果從釣魚台列嶼劃二百海里經濟海域，日本的琉球也會整個被劃進來。由于日本的劃法不合理，台灣和日本曾進行談判，日本政府雖讓步，但仍堅持中線原則處理，但此舉造成海域面積就在蘇澳外海，漁船只要從蘇澳出海，一個多小時就到日本經濟海域。 因此，台灣在一九九八年實施“‘中華民國’專屬經濟海域及大陸礁層法”，因為中線原則對台較不利，因此主張衡平原則，由雙方協商解決經濟海域問題。從一九九六年到去年為止，台、日進行過十四次漁業談判，但一直無法達成共識。 日本擅自擴張經濟海域後，其海上巡邏艦長期挂著寫有“此地是日本的領海要立即退出”的白帶警告標語，不時執行驅離漁船任務；台灣漁船不論是捕漁、船只擱湥?
