HOA, 说白了,就是个婆婆妈妈的街道居委会。


There is no way for home buyer/owner to better understand HOA w/out careful reading its CC&Rs.



HOA也有共产的意思。 5楼张三家的屋顶要修,凭什么要涨我一楼的李四的HOA by 1 万多刀?

有的HOA包水,大户人家拼命地浪费水,小户人家没见HOA少个子儿。 

还有,读CC&R,看有没有出租限制,有的地方不让出租,或者有waiting list, 更有甚者,租约只能6-24个月,要批准,有限额,HOA还要interview租客。 出租率大于50%, 贷款有困难。 HOA通常限制出租率在40%以下。 出租率高,HOA一般也高。 SFH社区,租金高,出租率现对低些,换言之,自住率偏高,因此,HOA较Condo, TH为低,后者维修管理费较高, HOA自然水涨船高。


因此,买房时须注意:


- ask for CC&Rs, put it in your offer as contingency.  Don’t expect your agent to help w/ HOA disc.  On CA standard purchase agreement, mark B of clause 10:


- CC&Rs,  


- 1 yr HOA minutes, 3 yrs FS, a statement of reserves, assignment of parking spaces, etc.


- does HOA have adequate reserves?  In condo, the money in reserves must cover repairs to all common spaces – roof, garage and the like.  You are better off with a fee that’s too high, not too low…


- avoiding disputes w/ HOA b/c any lawsuit will result in a decrease in property value.
